Restart problem

My windows10 PC won't restart. When I order it to restart, or when the restart is a result of, e.g. a Windows update or so, my PC first shows the green 'restart' window, than the black window, and then nothing happens. I have to press the power button in order to shut down. Press the power button again and it starts okay. I have tried several things, like scannow, turn off fast start etc, but nothing seems to work.

**Strangely enough the Shut Down command works okay,**so the file that is doing 'Restart' does not seem alright.

    My system is: Microsoft Windows 10 Home (x64) Build 19042.630 (20H2) (but these problems started somewhat earlier, some weeks ago)

    I discovered that this problem is NOT that my pc won't restart. Restart AND Shutdown take a lot of time, about three minutes. In those three minutes nothing happens, the hard disk light is off. Then, after these minutes, everything starts like normal.

    Another thing, maybe not related, but certainly also of late, is that my (not bootable) hard disk, with three partitions with data, disappears from 'sight'. When I restart (shut down and restart) everything is back again. I did chkdsk and sfc /scannow, but nothing seemed wrong.

    I will check the boot disk too. This a Crucial CT1000P1SSD8.

    Maybe you have a suggestion? Otherwise maybe we should close this ticket for now?!

    I understand that you’re facing issues when restarting the PC, and I certainly appreciate your efforts in trying to resolve the issue.

    We will certainly look into this for you.

    For further clarity on the issue, please respond to the questions below:

    1.     Which build version of Windows 10 are you using currently?

    2.     Are you aware of any changes made to the PC prior to which you weren’t facing this issue?

    Meanwhile, I would suggest you to follow the steps mentioned below and see if that helps.

    Method 1: Perform Clean Boot


    Try booting the PC in Clean Boot and see if the PC restarts normally. Refer the article How to perform a clean boot in Windows

    Performing a clean boot will start the computer with minimal set of drivers and programs, to determine whether a background program is causing the issue. Some of the Startup programs will not load after performing a clean boot on the computer. However, that functionality will return when you reset the computer to start normally after finishing the troubleshooting.

    If the PC is restarting normally after performing Clean Boot, then please refer the section How to determine what is causing the problem after you do a clean bootto identify the root cause of the issue.

    Method 2: Disable Intel Management Engine Interface


    Try uninstalling Intel Management Engine and see if that helps.

    1. Press Windows key + R. This will open Run. Alternatively, you can go to Start and search for ‘Run
    2. In Run dialog box, type ‘devmgmt.msc’ and hit Enter.
    3. Expand System devices.
    4. Right click on the Intel Management Engine Interface and click on Disable.
    5. Restart the PC
