Hello Pratham,
It looks like you have used a policy to disable Developer Mode.
You can use option 3 or 4 in the tutorial below to enable Developer Mode.

Hello,
I am unable to enable developer settings. It says "some of these settings are hidden or managed by you organization" and I am not part of any organization so I am unable to understand why it even shows me this. Is this because I am using Windows 10 Home? And what can I do to enable developer mode?
Please help.
