Shared Folders & Files - Cannot Copy & Paste

Using File Explorer, after copying a folder or file on a P/C or Laptop it cannot be pasted to a top level shared folder on another P/C or Laptop on the Network.

When attempting to past to a top level folder on the second machine there is no 'Paste' option displayed.  It is necessary to paste to a sub-folder on the second machine and then drag the folder/file to the higher level folder.

Is there a setting that controls this or is it a bug that prevents pasting to the top level folder?

Windows 10 Pro on P/C and Laptop with folders on both machines shared.

    I recently updated from Win 7 to Win 10 where I moved folders and files between P/C and Laptop frequently.  It now seems strange to have to Copy/Paste to a lower level folder in the target folder and then drag the folder/file to the target folder. Sometimes there is no sub-folder.

    Just for clarification, the Target folder is not the root folder (C: Drive), it is the folder (with or without sub-folders) that has been shared.  Files/folders can be copy/pasted to a sub-folder within the Shared folder where it can then be dragged to the target Shared (higher level) folder.  It seems to make no sense....why not just copy/paste directly to the target folder?

    Unfortunately there is no configuration that allows you to make the option you want, you must execute them as you are doing it if it allows you to drag the folder.

    I think that Microsoft have to many development versions, that option works some of them and other one not. Look a like version control problem.

    Update

    The information provided I think is not quite correct.  

    I have found that sometimes a folder or file can be pasted directly to a Shared Folder (not the C: drive level) on another network connected machine.

    There is no apparent reason why sometimes the 'Paste' option is displayed and sometimes it is not.

    Tested using the same copied Folder from P/C to the same Location on Laptop.  Sometimes it works and other times it does not.

    Interestingly, going the other way Laptop to P/C always works.

    About 10 years ago Microsoft disallowed creating files in the root of C:. Creating folders was/is still permissible.
