"Load a specific theme" policy issue in Windows 10 21H1

Hi,
I have a problem with "Load specific theme" policy in Windows 10 21H1 Enteprise.
I created the .theme file and inserted the path into the policy but, after the first login of a user, the accent color is not applied only to the background of the windows security page (the CTRL+ALT+CANC page, with Lock, Taskmanager, Reboot buttons), it remains the default blue color.
Theme is correctly applied as expected (in the settings page it appears as applied and the selected accent color is correct), indeed all other elements (start logo, settings page backgrounds) have the correct accent color.
If with this user I manually open the settings page, select an other color and again my accent color with the mouse or manually set the theme, the custom color is instead applied correctly.
I noticed that If instead of manually selecting the color or the theme from the settings page I open only the .theme file with a double click, the color continues not to be applied, I can only get it to work if I first select the default Aero theme in settings page and then I open again my .theme file....
Obviously I have already tried with other clean images of Windows, the problem can always be reproduced in the same way.
Thanks in advance for any replies

    Hello @Fabrizio-G ,

    Thank you for posting here.

1.Did you configure the local group policy or domain group policy?

2.If you configure "Load specific theme" via local group policy, can you please configure the same setting on other Win 10 machines (such as 20H2 or 1909) to see if there is the same result?

3.If you configure "Load specific theme" via domain group policy, can you please use the same domain user to log on other Win 10 machines (such as 20H2 or 1909) to see if there is the same result?

4.Check if you have ever configured prevent changing color group policy setting?

    For example:

Based on "I created the .theme file", did you custom one .theme file? If so, could you upload it in the post? If this file has no private information, it can be shared.

Hope the information above is helpful.

Should you have any question or concern, please feel free to let us know.

    Best Regards,
    Daisy Zhou

    Hello @Fabrizio-G ,

    Thank you for your patience.

    Here is my test result.

I have set the local group policy on one machine.

I tested three users, all users are the same result.

1-I set the group policy setting.

2-I log on one user. The local group policy does not apply (though we can see the setting via gpresult report).

3-After I open theme.theme file, the theme worked as group policy setting.

For the same user or different users, I got the same result every time when the user signs in, no matter the theme is which one.

Hope the information above is helpful.

Should you have any question or concern, please feel free to let us know.

    Best Regards,

    Hello @Fabrizio-G ,

    Thank you for your update.

I mainly focus on the issues/questions about AD DS, because the local group policy applies successfully.

But the issue related to the theme does not work fine, if there is still such issue after you create a new one with a different SID, I suggest you open a new thread/post by selecting Windows-10-general tag.

Then there will be engineer from theme team to provide further help to you.

Thank you for your understanding and support.

    Best Regards,
    Daisy Zhou
