My computer records having about 2gb spare (and about 17 out of 32 in use; it seems bizarre that there was no mention of having to set an allocation it appeared more as a means of avoiding over allocation but it looks like it's not an option here. Any idea where that 15GB not recorded under settings/storage is?
Does creating a System Restore Point require a certain amount of Data availability to be set?
I've set a System Restore point a couple of times and it wasn't there when I needed it (e.g. in the BIOS); last time I set it I checked and it was available, however it had disappeared after the next Log in. There is a setting for allocating Data in the Create... area; is there some minimum amount for System Restore to work?

Suggestions vary between 5-10% of total drive space. I have mine set to 10%, (500GB drive). I have three restore points that take up <9GB.

With regards to your question, no there is no minimum data allocation.
Here's the steps you can try.
-Press Windows key + R
-Type services.msc and hit enter
-Look for Volume Shadow Copy Service
-Set it to Start and the startup type to Automatic.
Once done try to create a restore point.
Restart your pc and check if issue persist.
If issue persist, check for updates , download and install them.
-Press Windows key + X
-Go to Settings
-Click Update and Security
-Check for Updates to keep your device up to date.
