Bad Image..?

I reset my pc and downloaded a game launcher (Epic Games Launcher) and it says an error

"C:\WINDOWS\SYSTEM32\XINPUT1_3.DLL is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc000012f." 

I uninstall the application and downloaded it again, and it said the same thing, and tried opening it as administrator, but still won't work. I even tried rebooting or seeing if my computer had any problems with the DirectX. It also seems like a couple of people are having this problem. Its fairly new and I dont know whats going on exactly. 

Can anyone help?

    Right click Start and select Windows PowerShell (administrator) item.

    Please repair system files by

    DISM.exe /Online /Cleanup-Image /RestoreHealth

    command from Windows PowerShell (administrator) environment.
