I've tried deleting the download program and trying again. But I do not understand what the error message means. If anyone can explain what I'm doing wrong or what I need to fix would be great.

Looks like you are trying to install Machine Learning Services Package, if you don't want exclude it from your installation.
Error is related to Python Licensing Terms.
If you want Machine Learning then you need to accept the licensing terms.

Please share us the SQL server setup log that is located at C:\Program Files\Microsoft SQL Server\150\Setup Bootstrap\Log\20120603_100731 as your screenshot mentioned.
Suggest you choose the ‘Download Media’ option when selecting installation type. Then run the SQL server setup file as administrator.
