Hyper-V as Administrator?

I'm kind of new to Hyper-V but does it need to be started as Administrator? I'm using Windows 10 and can't seem to connect to the local server if I'm not Administrator... is this the standard way of running Hyper-V? And is this safe?

    By default, Hyper-V is configured to allow members of the local server's administrators group to have full permissions on the Hyper-V installation. You could add the user to the Hyper-V Administrators group

    I tested with a common user account only add to Hyper V manager group, it can manager Hyper V settings.

    However, some operations still have exceptions, and it is normal to use administrator privileges. For example, if you create a hyperv virtual machine by wmic with non administrator privileges, you will be prompted with code 4096.
