Hi Aryaveer
I am Dave, an Independent Advisor, I will help you with this . . .
Does this only happen with the Temp folder, if so, there may be a corrupt file in that folder that is blocking the deletion, run Disk Cleanup to initially clear out that Temp folder, then later test to see if you can delete any newly created files in that Temp folder manually
Open File Explorer
Click on your hard drive
On the Manage Tab, click Cleanup
Let Disk Cleanup do its initial scan
Select Everything in the list and choose Delete
Start Disk Cleanup again
Let Disk Cleanup do its initial scan
Important - this time in the resulting dialog, click 'Cleanup System Files'
Let Disk Cleanup run another scan
Select Everything in the list and choose Delete

Hi Aryaveer
Thank you for that information, there is definitely a corrupt file in your Temp folder
Click the Power Button on your Start Menu)
Press the Shift Key and click Restart
Your PC will boot into the Windows Recovery Environment
Go to Troubleshoot - Advanced Options - Command Prompt
Run this command and press Enter:
chkdsk C: /f /r
Wait for that command to complete, then try emptying your Temp folder again . . .
