approve/reject button bypasses this workflow

Hello ,

I am using SP 2013 and have a publish site. i attach the built-in publishing approval workflow on Page library.

However approve/reject button bypasses this workflow:

How to overcome this disadvantage? it seems that approval WF requires to enable content approval.

When we select the start option as following, content approval feature will be turned on.

If we click the Approve/Reject in AllItems view, the behavior you experienced will also happen to me.

As a workaround, click the page, select Approve/Reject under Publish tab, in this way, workflow task form will pop up without warning:

the core issue is that someone has possibility to approval the page without complete the workflow this is un acceptable.

Currently we could not change the default behavior for this.
