.Net Framework Error: .net framework 4.8 has not been installed because hresult 0x800f081e

I want to install Visual Studio on Windows 7 (SP1) but it is saying that you need to install .Net Framework 4.6 or above.When I was installing .Net Framework 4.8 or any version (even 4.5) It is saying : .Net framework 4.8 has not been installed because hresult 0x800f081e. I tried to find solution online,but can't fix it.
