As you are unable to boot the PC to desktop, then we would suggest you to perform these methods, before proceeding, disconnect if any devices are connected to the computer except, keyboard and mouse:
Press and hold the Shift key from the keyboard and use the mouse click on the power icon in the lock screen and select Restart. This will help you to boot the PC in WinRE mode and then click on **Troubleshoot > Advanced Option >****Startup Settings > Enable Safe Mode > follow the onscreen step.**Now when the PC boots in safe mode, try to sign-in and check if you can login.
