Unusual Disk Usage on Task Manager

So I just built a new pc and used a 2016 version of Windows Enterprise to boot up the pc. I went through almost four years worth of updates but one strange occurring theme happened on both the old and new versions of windows, the disk usage was at 100%. I double-checked task manager and the first thing I noticed was on the processes tab, nothing was showing even over 0.6 mb/s, though on the disk percentage counter, it was red and at 100%. I checked over to the performance tab and even odder was that the counter fluctuated, unlike the processes tab. I quickly switched back and forth and oddly enough, the processes tab seemed to be stuck on 100%. My fans also speed up unusually at times as if the pc was under stress but I couldn't find anything. Even with just the task manager open and a fresh install of windows, it was still at 100%. The weirdest thing I found was whenever I plugged in my external USB hub or my external 2TB hard drive, the processes tab would sharply change to 50% and stay that way unless they were both unplugged. I've already searched the internet for a day for solutions and I can't find any that work. It has started to stop being as severe but it still impacts me. I don't know if it's a faulty SSD or something's up with my OS but I would really like some help on this. Like most people I would assume, I wouldn't want a pc I spent days working on and hundreds of dollars just for it to run as fast as their grandmother's pc. Yes, I have activated windows.
