HI...

     I've just been through an Extended Power Outage (3 days)  High Sierras, Ca,, which included my ISP (Comcast). (5 days).

     My Win10 Insiders Build is Expiring the end of this Month.   I've given Feedback, before the Outage, however I just was able to figure out, how to Sign-in to Win10, with a PIN, without an Internet Connection...'SYSTEM RESTORE.'   In trying, now to get my Build Updated, I'm getting this Error 

0x8007007e.  I've run the Windows Reset Tool, and found DISM and SFC, cannot complete.  I have turned my Malwarebytes Off,  and  CyberReason-anti ransomeware Off.  Win Update Updates, seems like everything else, except

Windows Insiders Build, is Updated...I was just advised to change to 'dev' mode.

Any Suggestions, would be greatly appreciated,

    Hi and Thank you, Greg...

         I was able to Read your Reply, on Sunday, however, being in California, High Sierras, 

    we've experienced 2 more PG&E Outages, including Comcast.  Sorry for not replying sooner.  I've learned, the hard way, using my computer, during Inclement Weather, due to the Power Outages.   When we are utilizing the Generator, we don't have an ISP, usually.   We seem somewhat Stable for a few hours, between Big Storms.  4' of Snow, last night.

         I've had a chance to review some of your suggestions.  (While still trying to Update Windows, to no avail)....I've added a 'My Passport Drive', 1TB, formatted the complete Drive NTFS, and have transferred my Desktop, Documents, Downloads, Music, and Videos...

         Greg, I have also, downloaded the ISO,:

              Windows 10 Client Insider Preview - Build 21286 English, and,

              Media Creation Tool, to my 'Passport Disk'.

      I will try to manually upgrade to the latest version, using Explorer.   Although, it might be advantageous, due to other problems, to do a clean Install.  Pondering?

         Greg, I could double click the ISO file, on My Passport, Disk (k),  (after making Bootable Media USB), using Explorer to Mount it to (C:) Drive... then, right click Setup to Run as Administrator, and save my files, apps, and most settings?  Right?

         I'm into, these steps for Overcoming Version Upgrade Failures, now.

    Again, I greatly appreciate your advice, and help!  You might not hear from me for a couple of days...this Seasons Biggest Storm, the rest of the week.

    Hi Lars. I'm Greg, awarded MVP for eleven years, Volunteer Moderator, and Independent Advisor here to help you until this is resolved.

    I would manually upgrade to the latest version by downloading the latest installation media from Media Creation Tool following the steps in the middle of the download page here: http://windows.microsoft.com/en-us/windows-10/m.... You can create the bootable media as also shown so you have it if needed to do the superior Clean Install. Open the media in Explorer, or double click the ISO file to Mount it, right click Setup to Run as Administrator.

    This saves your files, apps and most settings in place while upgrading to the latest version by the most stable method.

    If the Version has problems I will work with you to try to resolve them. If the problems are unfixable for now, you have ten days to roll it back in Recovery settings. You can then hide it so it doesn't try to reinstall following this same method: https://www.howtogeek.com/223864/how-to-uninsta.... I can help you go over it first to see if it can be fixed.

    Most problems are also resolved by doing this gold standard Clean Install which should get you past all difficulties as it has millions of others who have followed the steps in this link and never come back to report another problem: http://answers.microsoft.com/en-us/windows/wiki... . So read it over and see if its something you want to learn to do.
