Cursor changes from pointer to a hand

The cursor changes from pointer to hand on some aps and locations on screen.  Is there a way to prevent this from happening?

    Did what you recommended I also refreshed laptop with clean windows 10

    What happens is its am pointer until I get next to a link it changes to a hand. This does not happen with all pages and links. Only certain ones.

    This a  recent  replacement of my old laptop, which did the exact same way, even  with a clean windows 10.

    The new laptop acted that way from the time I started up. Is this something new, my old computer started doing the switch from pointer to hand  about a year ago

    I recommend you perform a virus scan on your computer, if you do not find a virus, continue with a clean boot, if after this, the problem is still not found, try creating a new user account and check if this new user is presented the same problem.
