Windows Update doesn't work

Hi,

I'm using Windows 10 Home 64-bit OS x64-based processor Version 20H2 on a HP 15-f387 Notebook PC

Processor: AMD A8-7410 APU with AMD Radeon R5 Graphics       2.20 GHz

Installed RAM: 8.00 GB (6.94 GB usable)

Edition Windows 10 Home

Version 20H2

Installed on ‎6/‎25/‎2020

OS build 19042.630

Experience Windows Feature Experience Pack 120.2212.31.0

I've been unable to download and install some Windows 10 Updates in Settings > Windows Update.  These include 2021-01 Cumulative Update for Windows 10 Version 20H2 for 64x based Systems (KB4598242) and Security Update for Windows (KB4592438).  There's the same error code for each failed update: 0x8007000d. 

I've opened Services numerous times as Administrator to be sure Windows Update, BITS Service, Software Protection Service, Update Orchestrator Service, Windows Installer Service, Windows Module Installer Service, Windows Update Service, and Windows Update Medic Service are all running.  Every time I open Services, they've reverted to a stopped state.  I don't know fore sure if all the above are needed to be started in order to successfully install the Windows Updates, but I believe some are.

I tried to download the Updates from the Microsoft Update Catalog, but I get the same error code: 0x8007000d

I opened the Speccy program, and saw: Windows Update        AutoUpdate        Not configured

I don't know how to configure it to be AutoUpdate.

I started following the advice found on this website: https://answers.microsoft.com/en-us/windows/forum/windows\_10-windows\_install/error-code-0x8007000d-windows-10-update-fails-why/6d9c2b37-d2df-4afb-97bd-8945ffe78f15 but when I ran Command Prompt as Administrator as suggested, and typed in the suggested commands from the website the commands returned the following:

C:\WINDOWS\system32>Del C:\ProgramData\Microsoft\Network\Downloader\qmgr*.dat

Could Not Find C:\ProgramData\Microsoft\Network\Downloader\qmgr*.dat

C:\WINDOWS\system32>Ren C:\Windows\SoftwareDistribution SoftwareDistribution.bak

A duplicate file name exists, or the file cannot be found.

C:\WINDOWS\system32>Ren C:\Windows\system32\catroot2 catroot2.bak

A duplicate file name exists, or the file cannot be found.

I ran the Windows Update Troubleshooter twice, and the first time the results showed "Potential Windows Update Database error detected.  Fixed and "Repair Windows Update Database Corruption" Completed."  Windows Update still doesn't work.

I checked the CBS.log properties before running sfc /scannow to make sure the CBS.log wasn't set to Read Only, because it often reverts to Read Only which seems to prevent it from completing successfully.  Then I ran sfc /scannow and at completion a message appeared: Windows Resource Protection found corrupt files but was unable to fix some of them.  For online repairs, details are included in the CBS log file located atwindir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log.  The CBS.log file contains many mentions about "lock". I can copy the CBS.log and attach it if needed.

Can anyone suggest a way to fix Windows Update?  I'd be very grateful for anyone's help.

    Thank you for your advice.  I did this once before, so I think I can do it without messing up.  After I do it, I'll tell you the results.  Thanks again.

    Thank you Sumit, for your help.  I'm sorry for the delay in replying.  I have some things going on now that prevented me from replying.  My energy went elsewhere.  I wanted to tell you some steps I took between posting.  I think I'll stop the Windows Updates for now, but I don't know how long I should pause them for.  I hope you can read through the text below, because it might relate to the problem.

    I ran sfc /scannow as I mentioned, and then found by chance this: "...if the one or more files in the Windows 10 image are damaged, the SFC tool won't work...."  source: https://www.windowscentral.com/how-use-dism-command-line-utility-repair-windows-10-image  So maybe that's why I couldn't successfully run the command successfully.

    I reset the Windows Update Cache as you instructed, but it didn't fix the problem.

    When I open Settings > Windows Update, the update is usually stuck at 20% and progresses no further.  Other times there's a message to Install, but it doesn't install even with a restart.

    I ran the DISM command DISM /Online /Cleanup-Image /RestoreHealth but it didn't fix the update problem.

    I again ran the Windows Update Troubleshooter, and got the message, "Service Registration is missing or corrupt...Fixed.  Then a message appeared saying to restart.  I did, and on the screen appeared "Getting Windows ready Don't turn off your computer."  It seemed promising, but the update failed with the same error code: 0x8007000d.

    What I'm really wondering about are the Services that I think are needed to update Windows are constantly reverting to an off state.  These are Background Intelligent Transfer, Remote Procedure Call, Software Protection, Windows Installer, Windows Module Installer, Windows Update, and Windows Update Medic Service.  These all stop for some reason.  Do you think this might be part of the problem?

    I'm using my OS with a local account, but I have Hotmail and Skype which use my Micerosoft password, but I pretty consistenty get signed out.  I thought this might be relevant, but Windows Update had been working for me before.

    Hi,

    Try doing a repair install. A repair Install keeps everything including Files and applications and reinstalls Windows.

    Hi Sumit,

    Thank you for your reply and your suggestions.  I followed them, and made an attempt to clear the Windows Update Cache after trying to manually install the update.  I wasn't able to get the issue fixed.  Below is a description of what I did.  I hope you don't mind going through this wall of text.

    I tried to manually install the update, but the installer hung at a particular part of the installation, which you can see below.

    I wasn't able to shut the Download and Install Update window, so I tried to close it using Task Manager, and the following message appeared in the same Download and Install Update window: The following updates were not installed: Security Update for Windows (KB4598242) 

    I also found another method to delete the Windows Update Cache at https://answers.microsoft.com/en-us/windows/forum/windows\_10-update-winpc/how-to-clear-windows-update-cache/f397d5f6-1fe0-4f41-9d25-862fb45f918c

    I was only able to run the first command on that webpage which is: rd /S /Q C:\Windows\SoftwareDistribution  which resulted in a list of multiple instances of "The process cannot access the file because it is being used by another process".  Finally there appeared "C:\WINDOWS\system32>rd /S /Q C:$WINDOWS.~BTex  The system cannot find the file specified." at the completion of the command."

    .

    The Background Intelligent Transfer Service service is not started.

    More help is available by typing NET HELPMSG 3521.  I typed in this command after running the  getting rd /S ?Q C:Windows:\SoftwareDistribution and saw " The *** service is not started."

    Checking the bits service status.

            STATE              : 1  STOPPED

    The Windows Update service is stopping.

    The Windows Update service was stopped successfully.

    Checking the wuauserv service status.

            STATE              : 1  STOPPED

    The Application Identity service is not started.

    More help is available by typing NET HELPMSG 3521.

    Checking the appidsvc service status.

            STATE              : 1  STOPPED

    The Cryptographic Services service is stopping..

    The Cryptographic Services service was stopped successfully.

    Checking the cryptsvc service status.

            STATE              : 1  STOPPED

    Deleting *.qmgr files

    Could Not Find C:\ProgramData\Microsoft\Network\Downloader\qmgr*.dat

    Could Not Find C:\ProgramData\Application Data\Microsoft\Network\Downloader\qmgr*.dat

    Removing Windows update cache files....   Here the command hangs without completing.

    Does anyone know what I might try next to fix this problem?

    There have been many reports of 8007000D. As of now, customers have said that the troubleshooting hasn't helped too.

    Try installing manually as a first step. Links in the first reply here.
