Network Policy Server Policy Sequence

Hi there, please help with our NPS server issues,

Now, we have several network policies defined on Windows NPS. One is that basically allowing Domain Joined Windows to connect to an Infrastructure Wifi. From all the sudden, our content filters always pick up hostname instead of domain/username, so any wifi windows cannot get through to the internet. Did a bit check on contents filter, do not think something wrong happened. I was wondering what if I change "Domain Windows policy" orders a bit lower, so domain/users policy can be reached before Domain joined windows devices, would it break the current domain joined windows?
