Windows Server 2016 Blocking App

Hi,

I currently use a VPS running Windows Server 2016 to run some servers for an old game called Star Wars Battlefront II (2005). The way this works is that a program called SWBF2admin.exe (which changes the settings, server name, allows you to ban players, logs statistics, etc) communicates with BattlefrontII.exe (which actually runs the server).

I am trying to make edits to the BattlefrontII.exe so that players respawn faster, to try to improve the update rate, and reduce lag, etc. This works on my own computer with no issues, but when I do it on the server I get the following error message (I've blocked out IP addresses):

I've added exceptions to the firewall and tried disabling the firewall to see if it would work, but it's not that.

Anyone got any ideas?
