I seem to have inadvertantly deleted my Admin username and password and am now unable to unable to uninstall any programs, log in to system restore or to re-set my computer. Attempting to do any of these produces the message "you do not have permission to uninstall/use this program." I am using Windows 10, and would be very grateful if anyone could help me resolve this problem. As I'm relatively new to computing, I'd also be grateful if any answer could be kept simple.

Press the Windows key + R, type winver, and click OK.

I suppose you are trying to run the USB stick you created directly from Windows. That way, it will not work as it will ask the administrator for permission.
In your case, you will have to BOOT your computer with this USB stick that you created. This way, the administrator's permission will not be requested.
Consult the manual for your device or motherboard to learn how to start the computer using the USB stick. The procedure changes depending on the device.
Thank you so much for trying to help me resolve this. Unfortunately, I cannot do what you suggest as when I try to run the USB stick which I have created, I get the message "Do you want this to make changes to your computer" there is only the "No" option available (ie not "Yes" or "No")

Your best option is to try to reset Windows using installation media.
If you don't have one, I suggest that you create it using the media creation tool. Access the link below and click on "Download tool now".

Run the tool and select "Create installation media for another computer".
You can create the installation media on an empty USB flash drive with at least 8GB.
With the installation media created, do the following:
1 - Start your computer using the USB flash drive you created;
2 - Choose your language, select "Next" and click "Repair your computer";
3 - On the Choose an option screen, select "Troubleshoot > Reset this PC", and then choose to keep your files.
