"Add Legacy Hardware" appears in the "Action" menu of Device Manager, but only after you click somewhere (even on the scroll bar) in the Device Manager window.

windows 7 says to go to device manager click action then select add legacy hardware. but there is no legacy hardware? how do i install the driver for my cellphone?
