I understand that you had problems with your Windows after the update, I'm sorry to hear that.
The ideal would be to be able to enter Windows to try to correct or remove the defective driver, but you mentioned that the system is not allowing access either in normal or in safe mode, this complicates a lot.
Try to restore the system to a point prior to the update.
You will have to download the media creation tool on another device and then boot it from the Pen Drive or DVD and restore the current device.

After downloading the application, running and completing the steps, follow the next procedure.
Restore PC
Boot with the Pen Drive or DVD as created above.
When the installation window appears, click Repair your computer.
Click Troubleshooting.
Advanced options;
Click Restore your PC or Go back to the previous version.
Click Troubleshooting.
Click Restore your PC.
Click Keep my files.
Wait for the installation to start and as soon as you finish, you can start Windows normally with administrator permissions.
In case it is not possible, our only option is a clean installation of Windows.
