I think it's the webmail. The address is outlook.live.com/mail. Sometimes I can get an attachment to load to One Drive, and then view it., but I shouldn't have to go through all that. Something just isn't right.

For some reason I can no longer open attachments received in emails. I use Outlook (Hotmail). ???? It seems like it happened after a recent Microsoft update, but I'm not sure. I can't open jpg, pdf, etc.

What sort of error message do you get when you try to open an attachment?
Can you go to File > Options > Add-ins.
Click COM Add-ins under Manage and then click GO and if there are any unknown add-ins and disable them?
