Can not change display language completely for Win 10 20H2 version

Question

The settings app and computer management window can not display as the language that it SHOULD BE after setting change.

See the attached screenshots for detail.

HOW to fix the issue?

I found the solution! 

If you turn on the copy settings to Welcome screen and the New user account in the regional settings (Control panel/region/administrative/copy settings), after that you create a new account, the new one is fully changes to your prefered language. 

Unfortunately the accounts that created in another languages, won't change completely. (I have not yet found a solution to this)

i Have excatly the same in Hebrew.

Need to remove the default display-language-completely. restart the devices.

Next Installed change-display-language.
