windows 7 permission problem

hello there.

I have a problem with my computer. I'm trying to open files that I downloaded or open windows defender or windows update.

BUT I can't.. It says "windows cannot access the specified device,path or file. you may not have the appropriate permission to access the Item"

and I used action center to repair it but It said "action center can't turn on windows defender.please try again later"

so I decided to give permissions to files. after that another error showed up "the application failed to start because its side by side configuration is incorrect"

I checked the sxstrace and nothing much I got. after that again windows disabled the permissions even when they were on !

then the first error showed up. I decided to Install avast antivirus and when I wanted to open it again It said that I can't access. I'm administrator but I can't access. when I want to change permissions in app properties I find other systems named "SYSTEM" and "trustedinstaller" but there is no one with these names. what do I do ? I locked from my computer Is that a virus or something ?

Hi, 

There seem to be multiple issues with your device at the moment. 

A clean install of Windows 7 should help sort this.
