If troubleshooter didn't work I would also suggest you to try the methods mentioned on the links above. The links above will give you a complete set of methods to fix sound issues.
Audio fluctuating
The drivers are up to date, Immediate mode is off and communications audio adjustment has been disabled. I've tried everything I could find online and none of it works. It seems to hop between two volumes, on very loud and the other very quiet. This doesn't adjust any sliders, it happens to every program that makes sound and it only seems to happen when I plug devices into the audio jack. It doesn't happen to Bluetooth devices

I recommend running the troubleshooter. This tool is designed to check for any misconfiguration on your drivers and repair them for you.
In the search box on the taskbar,
- Type audio troubleshooter, select Fix and find problems with playing sound from the results, then select Next.
- Select the device you want to troubleshoot and then continue through the troubleshooter.
You can also launch the troubleshooter from audio Settings.
Select Start > Settings > System > Sound > Troubleshoot.
