Missing api-ms-win-core DLLs - OFF Network Machine

Hello,
I am building an off-network test station that will run Windows 10. However, the software it'll be running needs the api-ms-win-core DLLs (there was a very long list) and they are showing as "missing." Because I cannot plug this up to the internet and do a Windows update or anything, how might one acquire these items? Is there a place to download them? Do I need to register each one or is there a happier faster way to do so? The Windows 10 version is 1909.
