Speech recognition settings grayed out

i've download English USA and United Kingdom speech pack but i still have speech recognition settings grayed out

Windows for home | Windows 10 | Settings

    I'm sorry if the steps didn't work. It seems that the issue is complex than what I expected.

    It may be best if I release your question to other advisors so they can take a look at it and let them share some other ways that can fix the issue.

    i did both but it didn't help

    in control manager speech recognition says this: ''windows speech is not available for the current display language''

    Hi there! I'm Louie, a Microsoft Community member and a fellow Windows 10 user like you. Hope you're doing well and safe there.

    Go to control manager, icon view, and press Speech Recognition. From there, you can use Start Speech Recognition to set it up

    If that didn't work try to run sfc/dism, you may follow the steps provided on the link below:
