I have already done both but I will still give it a shot. Also it did it not too long ago and it completely froze my mouse and headphones to the point where i cant hear anything.
Possible Software and Windows interfering with each other
Sometimes when i'm playing any game, i will get 1-3 windows notification audio queues, my mouse cursor will freeze, and my fans on my AIO will go down to 300 rpms and then crank back up to the maximum amount of rpms it will go, iv'e tried uninstalling and reinstalling software and it didn't work, iv'e gone in CMD and done some commands to fix the issue and still no luck, any professionals out there feel free to respond and ask any questions on my situation.

Once in Safe mode with Networking, see if you have the same problem. Let me know what happens after. We'll proceed on how it goes.

I suggest that you run the System File Checker to check if there are corrupted files which might be causing this problem.
To run it, follow these steps:
Open Command Prompt and Run it as administrator. Select Yes to make changes on the prompt where it will ask for changes to be made to your PC.
Type this command: DISM.exe /Online /Cleanup-image /Restorehealth
Then press Enter
Wait for the message that says "The operation completed successfully."
Type another command: sfc/scannow
Then press Enter
After the verification is complete, restart your PC and see if you have the same problem.
Please let me know if this does not work or if you've tried this already. I might have another possible solution to try after this one.
