That report comes from the Health Check Report MP, which requires some configuration (especially for the report Datasource).

Evening, I am seeing this issue consistently.
Environment:
Windows Server 2019, SCOM 2019 UR3 - 2 management servers
Windows Server 2019, SQL 2019, v15.0.4123.1 RTM CU10
Windows Server 2019, SSRS2019, v15.0.1102.897
Started seeing the issue shortly after I finished installing everything, let it sit for a couple of day.
Event ID: 31567
Failed to deploy reporting component to the SQL Server Reporting Services server. The operation will be retried.

did you already enable the propagation of all report extensions like described here:
