Good day! I'm Raniel, an Independent Advisor and a Microsoft user like you.

Just to clarify, were you able to install any programs recently before encountering this issue? or made any changes to your machine?

Kindly save and close all your programs/pending documents and check if you'll be able to reboot your machine using command line:

    1. Press Windows+R on your keyboard and type "cmd" > press Enter
    2. On the command prompt window, type shutdown /r and press Enter
    3. Wait for your machine to reboot

If you were able to successfully perform the reboot, double-check if your machine doesn't have any pending security patches: Go to Start > Settings > Update & Security > Windows Update > Check for Updates. Also ensure that the necessary drivers for your machine are properly updated by getting them from the manufacturer's website. You may refer to this guide:

    https://support.microsoft.com/help/4028443/wind...

You may also run the Keyboard troubleshooter: Go to Start > Settings > Update and Security > Troubleshoot > Keyboard > select Run Troubleshooter, then check if the issue persist.

I hope this helps. Good luck!
