DHCP working, Network does not

My windows 10 system stopped accessing the network a couple of days ago. Now, it will not communicate externally after initial DHCP set-up.
ping returns general failure. Have reset/deleted network drivers/settings. I even updated to the latest Win10 update. No change. I can change the DHCP settings on the router and these are reflected so I know it is getting to the router but can never ping it.

Ideas?

I don't want to reload Windows but that may be only choice.

I did see that the reverse DNS was pointing to the wrong IP and since I couldn't figure out where that was coming from or how to change it. I gave the system the IP in the reverse DNS and now ipconfig /displaydns shows the correct information...Still no joy.

I should note that it doesn't matter if wired to my home router or wifi to my home, my external router or the xfinity wifi all behave the same. They set up correctly according to ipconfig /all but have ping with general failure.

    I did. It failed. It didn't say any real reason why and I tried to revert and the older recovery point was gone...This is why I applied the latest win10 update thinking it would repair whatever broke. The network was working and suddenly stopped. Could be a firewall but I removed Norton. I really don't want to reload but looking like it might be the only option.

    I just checked and after the local update. The protection is turned off so no restore points exist now.

    I have to reset permissions on HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\nsi{eb004a00-9b1a-11d4-9123-0050047759bc}\26 to get
    netsh int ip reset to complete without errors. Each time!

    I have also done the full network reset path - both via settings and command line but no joy.

    Is there a way to reload the network stack including winsock?

    It has to be a protocol issue because DHCP is working well. I can change whatever on the router and it is reflected on the host.

    netsh int ip reset

    netsh winsock reset catalog
