It should only suspend the app when it's not being used, so there must be something else wrong with the system. Here's how it should work:

There is a known issue with searchUI.exe suspending in Windows with fixes here:

(Avoid ad links which intrude into editorial copy, especially avoid Restoro and Reimage ads)
Presently there doesn't seem to be an easy way to keep apps from Suspending in task Manager in WIndows 10, but there are some workarounds here:

If you want to express your opinion on this to Microsoft use the Feedback Hub app in Start Menu where developers are tasked to process consumer feedback. They will not even see it here. This is a tech forums staffed mostly by volunteers trying to help others with your problems.
