Bluetooth issues with Windows 20H2

Hi,

I've been tasked to check out what happens with Windows 20H2 and Bluetooth devices.

The issue: Upon upgrading to 20H2 on many devices (Laptops from Dell, HP and Lenovo with Intel 10th gen CPU's) as well as 2 no name desktops with Ryzen 7 5800X - I saw a similar issue:

Basically, after the upgrade, the Bluetooth icon on the taskbar as well as Bluetooth settings on the Setting page are all there and working. However, depending on the internal mapping of the Bluetooth chip (sometimes Wifi/Bluetooth chip) - if the BT chip is mapped to the root of the tree, You won't see the issue. If it will be in one of the "HUBs" , for example - then you'll will have the following issue:

When trying to scan for Bluetooth devices, you won't find any device, even if it sits few centimeters away from you, is on and BT is enabled and ready to pair.

If the chip is on the root, otoh, you'll see your BT devices and you can pair with them without any problem.

This is NOT, I repeat - NOT a configuration error from the user. Replacing drivers (if they're available) will not help (there are no updated generic BT drivers, last time I checked). Downgrading back to 2004 or 1909 - and the problem goes away.

I also tested the issue to rule out any HW issue with non MS OS's - Fedora 34, Ubuntu 21, everything works ok.

Upgrading to 21H1 Won't help

So, my question is - how can this issue be escalated please? (and please, do not post the remove/uninstall device/drivers, reinstall etc. This has been check dozens of times prior to posting this message)

    This depends on whether your Bluetooth chip is compatible with the latest system. Currently known Bluetooth chip manufacturers include Realtek, Broadcom, Qualcomm, Intel, Maxwell, Killer and other manufacturers. The adaptation process of the latest windows system is different from one company to another. For some models, manufacturers will adapt to several major versions of Windows after the chip comes out. Moreover, the ways in which each manufacturer obtains the driver is also different. Some manufacturers will have the latest driver on the official website, and some manufacturers need to go to the official website of the corresponding OEM model to find the corresponding driver.

    You can click Start-Settings-Devices-Bluetooth to see if there is a switch. If there is a switch, it generally means that your driver was installed successfully. If not, it means that your current version is not compatible with the current Bluetooth driver.

    Can you provide us with your current system version, your Bluetooth chip model, so that we can solve this problem more specifically
