Error Code 0x80070643 when installing update 2021-04 .NET Core 3.1.14 for x64 clients.

Hello,

Whenever I try to install update 2021-04 .NET Core 3.1.14 for x64 clients (KB4598459), I get error code 0x80070643 during the install. I have tried running the .NET troubleshooter as well as the Windows Update troubleshooter and I continue to get the error. Any ideas?

Windows 10 Professional RTM

AMD FX-8350 8-Core x64 4.00GHz 16GB RAM

EDIT: I have Visual Studio 16.7 installed and the .NET SDK version is 3.1.409 which is correct for the version of VS that I have installed. What's interesting though is that the security update for 3.1.15 is installed, which doesn't make sense...unless a newer version has been installed and Windows Update is just being stupid.

EDIT: It seems that the update is already installed. It was installed on 4/15/2021 according to the update history. That means that Windows Update went stupid. So how do I keep it from trying to install something that's already been installed?

    Installed the latest version SDK 3.1.410 with .NET Code 3.1.16 (released June 8 2021) worked for me.

    Download .NET Core 3.1 (Linux, macOS, and Windows) (microsoft.com)

    This is a known bug in the Windows 10 update process, you can use the Show/Hide tool form Microsoft to stop that update form attempting to install.

    The official link for that Microsoft Tool is currently returning a 404 error, you can download that tool from the link below, and then hide that update.

    After my second edit, I remembered that Microsoft made a tool to do that. Since I already had the tool, I used it to hide the update.
