First of all, for any update issues regarding the security or the cumulative updates, always ensure 3 critical component on the Windows update services list to be on or started, this includes Windows Update, Windows Installer, Background Iintelligent Transfer. It is advisable to keep this as Automatic if possible and also you may view these services on Task Manager. The next step is to go to Settings, search for Delete Temporary Storage and of course turn on the Storage Sense, and then go to Temporary Storage to initiate the service, which in the end you will need to Delete The Windows Log and all related temporary storage in it, as suggested by the system. Then you go to Windows Update and it should work like a charm, trust me, I was troubled by these for at least 7 months and ends up trying on bash scripting, reset redownload and all sort of things before settling with this method on Storage Sense as I am using HDD disk drive, I believe and hope it helps your cause.
