I've tried, but it either says, "ran into a problem" or "Do not have permission." I'm on a laptop, I tried to create a new user and it still will say the first thing. I'm at a stand still at this point. I can't seem to bypass either.
I keep getting error codes, can't run as administrator and can't use any of the functions/commands.
Can anyone help, with my situation. Ran Norton and found a virus, it's been deleted. I still can't open up the store, Run As Administrator doesn't work. I keep getting the error codes for a few apps. Task Manager won't open, nothing. The only time I can get something done is in Safe Mode, but that's the furthest I've gotten.

Press Windows key and X key
Power menu will appear
Select Powershell(Admin)
Open it
NOTE:
Do one scan at a time.
Some of these scans will take some time to finish.
Type,
DISM /Online /Cleanup-Image /RestoreHealth
Hit Enter.
Type,
sfc /scannow
Hit Enter.
Type,
chkdsk /v /f /r C:
Hit Enter.
When asked to schedule it,
Type Y
Now type this to restart the system,
Shutdown /r
