continually get "Failed-Virus scan failed" on every attempted download

Really need to download a program and I continually get "Failed-Virus scan failed" on every attempted download. Really need some help

    Did you successfully boot your computer to Safemode? If you are still getting the same error while on Safemode, you can proceed with the next steps I posted on the link.

    My name is Carlo, I'm an Independent Advisor and community member like you.
    I am also using Windows 10 pc. Let us work together to sort this out.

    First, let's check if there are malwares running in your system. Boot your computer to safemode.

    -Press the Windows logo key + R.

    -Type msconfig in the Open box and then select OK.

    -Select the Boot tab.

    -Under Boot options, clear the Safe boot checkbox.
    Click "Network" for you to have internet connection while on safemode.

    -Click Apply then Ok

    Once you computer on safemode.

    Go to this link below and download the free version of Malwarebytes scanner.

    Once downloaded and installed, open the app and perform scan and check for infection.

    Restart once done and check if you can now download.

    If issue persists, go to this link and try these steps.
