Server 2019 Shutdowns every week

I have a server 2016 Essentials as AD/DC and I purchased a Server 2019 Essentials to join as a member server in the domain as described in:

I still get an error :

"The Non-domain Member Check detected a condition in your environment that is out of compliance with the licensing policy. This server will be automatically shut down if the issue is not corrected in 6 day(s) 23 hour(s) 0 minute(s). Please look for additional events for Non-domain Member Check to troubleshoot."

There is a lot of information that it has to be the DC but the article referenced above says that is not true........I have done this before with earlier versions and need to know how to do it with this version.

They have IT experts there that can assist you better especially about Windows Servers, Active Directory and Group Policy configurations, etc.
