I was able to fix the problem using the HP Cloud recovery tool downloading the tool for my model of laptop I was able to initialize my USB drive and reinstall the OS on my SSD on boot I finally got the option to complete the install without having to connect to Microsoft. Once this was completed I was able to connect to Microsoft and perform the outstanding updates. Thanks for everyone's input it was most appreciated.
problems accessing Microsoft during clean windows 10 install
I just replaced the SSD drive in my old laptop and it booted fine and installed windows 10 from my USB driver created using the Media Creation Tool and then requests what wireless network to connect to and is able to connect to it and then tries to access Microsoft but fails. I can reboot without the USB but it always hits the connection issue even though that network is working correctly. I'm suspecting its a DNS issue but any suggestions as to what the issue is or how to debug would be most appreciated

Just try when setting up your Windows account, instead of entering your email, try using the option to create an MS email account.
If you don't find this option, send me a screenshot of the account setup screen.

Can you use a network Ethernet cable during the setup?
Usually if there is no internet connection then you should be able to create a local account.

After configuring language & additional keyboard setups it takes you to a screen that says "Let's connect you to a network, to finish setup, you'll need to connect to the internet" and then lists all available networks without an option to skip network setup :-(

This really can be an internet problem including the DNS itself.
But on this screen you are a little limited to the solutions.
In this case I suggest you to use the offline account option without microsoft email just to finish the initial setup of the installation.
Probably at the bottom of the screen is the option to sign in with an account without microsoft email.
After login you can set up the account with your MS email.
Check if this way it is possible to complete the installation.
