Which device keeps settings when using "Sync Settings" in Windows 10?

I have my settings on my desktop set correctly. I want to sync settings so that my laptop changes but my desktop does not.

How do I turn on "sync settings" in a way that I know my desktop settings will stay the same and my laptop settings will inherit my desktop settings?

Any future changes on either device is okay to sync across all devices. HOWEVER, for the FIRST time syncing, I need to know which computer's settings will be transferred to the other devices. How do I know which device's settings will remain? Can I somehow choose which device's settings will remain? Does it help if I turn on "sync settings" in a particular order across the devices?

    Good day! This is Jhakesong an Independent Advisor and I will be happy to assist you with this.

    Try it this way, set your desktop with the Microsoft account that you will be using across all devices. Then turn off sync settings on the desktop computer, in that way it will be unaffected whatever changes you do from the other devices.

    Here is where you can turn it off:

    1. Press Windows key + I
    2. Go to Accounts
    3. Click Sync your Settings
    4. Set sync Settings slider to OFF
