Got it working! Uninstalled all drivers for Tobii and reinstalled from their website directly instead of downloading from Dell site.
So if anyone with an Alienware with integrated Tobii is facing issues, please try this.

I have an Alienware 17R4 with Tobii eye tracker. Initially Windows Hello was working on start up, and i would notice the Tobii eye tracker sensors would also light up during face recognition.
But i had a problem with the motherboard and had to get it replaced. Ever since then, Windows Hello keeps popping up a message that it cannot recognize my camera. If i go into the camera app or any video conference apps, the camera works normally.
Every time i try to setup face recognition i get the message cannot recognize camera. I contacted Dell service and tried reinstalling the drivers but of no avail.
Other than the Motherboard change, no other hardware changes have been performed. My windows has been updated to 20H2.
Is there anyway to get it working again without doing a full system reset?
