In the "Set Default Apps" settings page, there is no possible way to select a browser that is not either on the Windows store or has large userbase (like Chrome). You used to be able to use Control Panel for this, but you changed that to just redirect to the same Settings page that I have a problem with. The problem is that I want to use a 3rd-party browser (Beaker) to do my browsing, as it has good customization and some nice tools for web development I would like to take advantage of. It helps that if I have a problem with it, I can try to help fix it directly.
My question is if Windows lets you change your default browser to a custom .exe at all. If so, how? If not, why? Could that be changed in the future?

Thank you for your help! Now HTML files I open directly from my computer are opened in Beaker; however, any link I click will still be opened in the default app. I suppose I will have to ask for this feature in the Feedback Hub as you suggested, since it doesn't seem to exist yet. Thanks again!

According to your description, the default browser is the first choice that the system calls directly when accessing the network. If you need to use other browsers when the default browser has been set, you can try the method of'right click> select open method' to use other Browser.
In addition, your idea is a great idea, you can try to submit it in the feedback center.
You can open the Windows Feedback Center via ‘Win+F’.
