It's either supported originally from the OEM or not. :(
It's usually 2-in-1 or tablet type devices that come with support for Modern Standby.

Hi all,
I'm running Windows 11 Pro on an AMD 3900x processor and a ASUS TUF GAMING X570-PLUS motherboard.
Under System Information (as administrator), Device Encryption Support is reporting: 'Reasons for failed automatic device encryption: Hardware Security Test Interface failed and device is not Modern Standby, Un-allowed DMA capable bus/device(s) detected'.
Under cmd> ‘powercfg /a’ modern standby (S0 Low Power Idle) is showing as not available on this system.

I understand my PC doesn't currently support Modern Standby. I'd like to understand which pieces of hardware I'd need to change to gain this feature.

Since you have Windows 11 Pro installed, you will be able to turn on BitLocker like below in Windows 11 with or without Modern Standby.
