missing folders in Start menu

I upgraded yesterday to Windows 11.
Now I am looking at the folder
C:\Users\xxx\AppData\Roaming\Microsoft\Windows\Start Menu\Programs

In File Explorer I see there a subfolder
Windows System

In Command Prompt I see there a subfolder
System Tools
with files
Command Prompt.lnk
Control Panel.lnk
Run.lnk

In the Start menu I see neither "Windows System" nor "System Tools". How can I get one of these in the Start menu?

I am Dave, I will help you with this.

Yes, I am seeing that also, it seems to be some sort of previously unreported bug, the best option would be to report that on the Feedback Hub (Windows Key + F)

In the meantime, you can access those tools from the start menu as follows:

Click the start button and just type either control, command or run

You will then see the utility you are trying to access, you can open it form there, or if you want, you can right click the utility and select 'Pin to Start' to create a Start Menu icon.
