Hi Bohden. I'm Greg, 10 years awarded Windows MVP, specializing in Installation, Performance, Troubleshooting and Activation, here to help you.

Contact the PC or motherboard maker to find out if there's a supported CPU. Otherwise they have finalized the hardware minimum specs, although I will give you a way to express your opinion on this to developers.

If your PC doesn't pass the Health check due to hardware not being up to minimum Specs, you can still Upgrade but it will be unsupported:
    https://support.microsoft.com/en-us/windows/ins...

If it blocks you from upgrading you can download the ISO from here to run as an in-place Upgrade or do the Clean Install:

    Download Windows 11

To express your opinion on this you can interact with Windows 11 Insiders and sometimes developers about this in the WIndows 11 Insider forums here:
    https://techcommunity.microsoft.com/t5/windows-...

I hope this helps. Feel free to ask back any questions. Please report back results for all steps given so I know what else to suggest if necessary.
