Why Cant I Log Out Of Admin User Account in Windows 11

Every time I log out of the 'Standard User' account and into the Administrator account, I am not able to pull up the menu from my user ico to log back out or switch users back to the 'Stand User' account. The only way to get back is to either restart, shut down, or sleep.

When I hover over my icon nothing happens. It doesn't highlight. It does not allow for button press to bring up any menu. I am able to hover and use the power button icon, just not the user icon/menu (see attached pic for better view).

Why am I unable to log out or even access the user logging menu when hovering over my user pic/icon?

    For some reason, after running Edge, now it is back to highlighting on hover as well as bring up the context menu when clicked.

    I am having issues pining down the exact causation of the issue.

    It does seem to occur when I switch over from the Standard User account. I am unsure if using Edge is what corrected it at the time, yet it was a problem for more than five minutes before I decided to post about it here so it wasnt just a hiccup waiting to catch up with memory.
