Linkedin Phone Number, Primary Contact API

The documentation for LinkedIn's Primary Contact API indicates that a phone number will be returned in a partially obfuscated format (i.e. "158****1473"). Is there a way to retrieve a user's entire phone number and bypass the obfuscation given an access token for a user? Why is it returned in this format?
