Error Codde 0xc000098 File: \BCD

Hello, when I go to boot my Samsung Galaxy Book S (Verizon if that matters) I keep getting an error code as follows:

File: \BCD

Error Code: 0xc0000098

I’ve tried running the auto repair, etc. I downloaded the ISO and it won’t detect the USB drive and I see no option to boot from USB.

I’ve formatted the drive in hopes of reinstalling Windows (10), but cannot figure out how to do it. Can someone please walk me through this? Thanks!
