Disabled Process

Why do processes that are disabled run and consume system resources. This is an alarming issue 80-90% of processes in windows continue to run and have to be manually stopped upon each boot despite being supposedly disabled.

    This is more of a general inquiry than anything, one example I can think of off hand is is Delivery Optimization. I don't put up with my resources being used by needless system features, I reclaim my system resources. Yes I do mean forcibly killing windows processes, and I don't experience any stability or security problems from doing this; even when it requires making windows kill processes that are explicitly disallowed from being killed. I was just wondering why anything that is explicitly turned off would ever even need to load into memory in the first place. This is something that windows has done for over 20 years.

    Please run Process explorer tool and show the picture of your problem. Note, Task manager may show CPU load incorrectly id there are small incompatibilities in BIOS.
