I was trying to go to the Microsoft Store to get some update when these applications in this list keeps giving me the error code 0x80246019 anyway to fix it? also, these are the only applications in the list that keeps giving me the error code.

  1. Your Phone
  2. Xbox
  3. Cortana
  4. App Installer
  5. Xbox Game Bar
  6. Microsoft Visual C++ 2015 UWP Desktop Runtime Package [Note: This applications I have never seen in my update list before until this problem arose]

Edit: The only issues I have are the application in the list above any other applications updates correctly

Edit02: I like to say case closed since all of a sudden it started updating not sure why and not sure why the solutions i got didn't work but it just started updating so thanks I guess?

I see thanks, If none will work from the above solution, I suggest doing an in-place upgrade wherein it will upgrade the device to the latest version and repair all issues without deleting any files.

Note: Before doing this make sure to create a restore point: https://support.microsoft.com/en-hk/help/402753...

    1. go to this link: https://www.microsoft.com/en-us/software-downlo...
    2. Select the Download tool, and select Run. You need to be an administrator to run this tool.
    3. On the License terms page, if you accept the license terms, select Accept.
    4. On the What do you want to do? page, select Upgrade this PC now and then select Next.
    5. After downloading and installing, it should fix the issue.

Hi and thanks for reaching out. My name is Bernard a Windows fan like you. I'll be happy to help you out today.

Actually, I have the same problem and by following the steps below fixed my issue, I know some of these steps are already done, you have just skipped it if you think it will have the same result.

Method 1. Repair Windows Store and app:

    1. Go to settings> Update and Security> troubleshoot > Additional troubleshooter> Then click Windows Store apps
    2. Temporarily Disable the Anti-virus (If you have a third party anti-virus)
    3. Run Powershell
    4. On Powershell(admin), copy and paste the command below:

    Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Method 2. repair Windows Store and update components

Open Powershell with Admin or CMD with Admin (Press Windows key + X then click Windows Powershell(Admin))

Copy each line of command to Powershell then press enter (one line at a time)

    net stop bits

    net stop wuauserv

    net stop appidsvc

    net stop cryptsvc

    Del "%ALLUSERSPROFILE%\Application Data\Microsoft\Network\Downloader\*.*"

    rmdir %systemroot%\SoftwareDistribution /S /Q

    rmdir %systemroot%\system32\catroot2 /S /Q

    regsvr32.exe /s atl.dll

    regsvr32.exe /s urlmon.dll

    regsvr32.exe /s mshtml.dll

    netsh winsock reset

    netsh winsock reset proxy

    net start bits

    net start wuauserv

    net start appidsvc

    net start cryptsvc

-Once done restart the device and check

Let me know how does it go and I hope that helps.
